Today on C-Span a caller (Irene from Connecticut) read aloud a letter she said she had received from Medicare. It was really sad to hear her on the phone as I don't believe she was trying to deceive anyone. I think she was honestly confused by the direct mailer that she was reading and thought it had originated from the government, and not some scheming health insurance lobbyists. While searching for it I came across
this advertisement that contained several versions of the mailer she described. The company, ArmLeads.com proclaims itself to be a "senior marketing specialists" meaning that they are specialists at taking advantage of our most vulnerable citizens.
